Schwabe, Williamson & Wyatt, 1994-1996. 
  • Specifically recruited to represent Consumer Owned Utilities in Bonneville Power Rate proceedings and in development of rules related to transmission access, and to handle legal issues facing wholesale electric energy providers. 
  • Successfully renegotiated power supply and related service contracts with the Bonneville Power Administration as well as other power contracts on behalf of utilities and industrial customers. 
  • Actively participated in Bonneville Power Administration rate proceedings, including those related to terms and conditions for transmission services. 
  • Principal emphasis on industry restructuring issues, FERC Orders 888/889, transmission access, and federal power marketing. 
  • Involved in a variety of regulatory matters adjudicated by the OPUC and FERC. 
  • Obtained favorable rulings from the OPUC for a special rate for a large industrial customer and from FERC for a power-marketing subsidiary of an industrial customer. 
  • Additional areas of practice include general real estate and business matters including contract interpretation and development, environmental insurance coverage, and general business consultation.

Portland General Corp, 1989 - 1993. 
  • Assistant General Counsel assigned to Portland General Electric Company, a wholly owned subsidiary of Portland General Corp. 
  • Worked directlywith the highest levels of corporate management to provide legal and business/legal advice and strategy. 
  • Developed substantial expertise in contract negotiation and drafting; risk analysis; and miscellaneous collection and regulatory matters. 
  • Supervised outside counsel in obtaining favorable rulings in major litigation matters including development of strategies and desired outcome. 
  • Developed successful litigation cost containment strategies. 
  • Areas of major emphasis included industrial contract issues, nuclear plant specific and general utility environmental issues, purchasing, information services, real estate and siting including work with the Coyote Springs generation plant, as well as general business issues.

  • Business litigation and collections practice. Cases included assignement as special trustee in large bankruptcy, work out of defaulted loans for a reauthroized savings and loan association, representation of a major shopping center, collections and contract review for several national clients, and finance lease collections.
